The Traffic Penalty Tribunal hears appeals against Penalty Charge Notices (PCNs) issued by or on behalf of the Roads Service. Penalty Charge Notices are issued against a person contravening a parking restriction.
The Tribunal is conducted by an Adjudicator, who is a qualified solicitor/barrister with at least 5 years' legal experience. The Adjudicator sits to consider the issues relevant to each appeal and will then give a decision based on all the available facts. The decision of the Adjudicator is binding on both the person who is appealing and on the Roads Service.
